NJC Committee NJC Pay Offer Consultation Decision

01/08/2022

The NJC Committee met on Friday morning 29th July 2022 to consider the 2022 NJC pay offer (details circulated previously), and the feedback on the offer that had been gathered by regions.

Many thanks to all those Branches who were able to respond at such short notice to the request for feedback. Each and every response was incredibly helpful for our NJC reps. Note that North West Branches voted by 17 to 10 to consult members prior to any potential IA ballot and also voted that the recommendation in such a ballot should be to reject the pay offer by 16 to 6.

In the end the NJC Committee voted to hold a consultation of members before moving to a potential industrial action ballot. The Committee then had a debate on what its recommendation should be, and the outcome was that the consultation will be neutral - would explain clearly the pros and cons of the offer, but won’t make an accept or reject recommendation.

A consultation circular will be drafted in the coming days for Branches.

UNISON will also produce other materials which explain the offer clearly, and continue working on member contact resources – phone banking, text messaging, etc. UNISON also hope to hold a webinar to explain the offer and consultation.

Following on from the Branch Consultation that took place last week, and the responses received, the NJC Committee met on Friday 29th July 2022 and voted to hold a consultation of members before moving to a potential industrial action ballot.

The Committee then had a debate on what its recommendation should be, and the outcome was that the consultation will be neutral – would explain clearly the pros and cons of the offer, but won’t make an accept or reject.

The NW LG Secretariat will be meeting to discuss the consultation and look forward to discussing with as many Branches as possible at the RLGSG on Thursday 4th August 2022 (details of this meeting circulated separately).

The intention is to launch the consultation in the week commencing Monday 15th August 2022, with a closing date of Monday 19th September 2022. This is to fulfil the Committee’s desire to get things moving as soon as possible, while ensuring that members in schools have time to be properly consulted.

A branch circular about the consultation is also due to go out imminently from National Office.
